Sunnyside Community Solar Program

4CORE and LPEA are teaming up to bring you the Sunnyside Community Solar Program! This new subscription program opens on July 1st and will allow LPEA members to subscribe to locally generated solar energy without the hassle of installing home panels.

Members can access clean energy from a shared solar array and receive credits on their electric bills. By subscribing, you may contribute to community environmental goals while accessing clean, sustainable energy.

Best of all, this program is FREE for income-qualified members- you just need to apply!

Income-Qualified:

4CORE will be managing all income-qualified applications for the Sunnyside Community Solar Program. You will need to submit your application to 4CORE to apply for a FREE subscription.

 

-The application window will open at 8:00 AM on  July 1st, 2024.

-Paper applications may also be picked up outside the 4CORE office at the Smiley building.

General Membership:

If you don’t qualify under the income guidelines, you may still be able to participate. Subscriptions are available to any residential or commercial LPEA member for a cost. General Membership (residential and commercial) subscription applications will be submitted to LPEA.

What is Community Solar?

Community solar is a program where members subscribe to recieve a portion of the energy produced by a large solar facility that isn’t located at their property as a credit on their electricity bills.

What is the Sunnyside Community Solar Program?
  • The Sunnyside Community Solar Program allows LPEA members to subscribe to solar energy produced by LPEA’s Sunnyside Solar facility. Members can access solar energy without installing their solar panels. Members receive credits on their energy bills based on their subscription and the actual amount of energy produced at Sunnyside Solar. 

  • About half of the Sunnyside Community Solar Program is dedicated specifically to income-qualified LPEA members, and another portion of the program will be open to any residential or commercial LPEA member in the general membership. 

What do you mean by "subscription"?

A “subscription” refers to the amount of solar power an individual member will receive. Subscriptions are sized in kilowatts (kW) DC and will be sized based on participating members’ historical usage, up to a limit. You’re not getting power from a particular panel but from your portion of the overall output of the array. More details are in the Subscription Details section. 

How large is the Sunnyside solar array?

Total capacity is 2.125 MW DC, 1.7 MW AC. It is expected to generate ~4600 MWh of energy annually, enough to power approximately 600 homes. There are 3,627 panels installed. It has a footprint of nine acres.

Who is eligible to participate?
  • Any LPEA member who does not already have solar or participates in a community solar garden.

  • Income-qualified members will need to provide proof of income or participation in another qualifying program to apply for the income-qualified program. Find more information in the Income-Qualified FAQs.  

What are the benefits of participating in the Sunnyside Community Solar Program?

Participants benefit from accessing solar energy without upfront costs or installation legwork, reducing their energy bills, and contributing to greenhouse gas reduction goals. Income Qualified members will also receive 20% energy savings. 

Subscription Details:

How much community solar can I sign up for?
  • Residents can subscribe up to 100% of their annual consumption, capped at 10 kW.
  • Commercial members can subscribe up to 100% of their annual consumption, capped at 25 kW.
How much does it cost?
  • General members pay a subscription fee based on enrollment rates, estimated kW production value, plus a 5% upcharge for local community solar participation. This cost is billed monthly over a 12-month period.

  • Income-qualified members have no costs and receive a monthly bill credit equivalent to 20% energy savings based on their kW subscription’s production value.

When will the subscription start?

Subscriptions will start on October 1st, 2024, and will show up on members’ November bills. Applicable subscription fees will also begin on November bills.

How long is the subscription period?

The initial subscription period will last five years, until March 31, 2029.

Can I sign up if I rent?

Absolutely! Community solar is a great option for renters or those whom are unable to install their own solar panels.

What happens if I move?

If you move within LPEA’s service territory, you can take your subscription along with you! We may work with you to adjust your subscription size and if additional capacity is available. If you move outside LPEA’s service territory, your subscription will be canceled. General membership subscribers will have their net-meter bank paid out to them at LPEA’s wholesale energy cost.

If I have more than one account with LPEA, can I sign up for multiple accounts?

Yes! You are welcome to apply for multiple accounts. The lottery will be drawn by account number. so there is no guarantee that multiple accounts will be selected.

Can I sign up if I'm LPEA's Time of Use rate?

Yes, absolutely. If you are on a Time of Use (TOU) rate, LPEA will credit the kWh produced from Sunnyside Community Solar to you at a blended rate of ~$0.1069/kWh.

What happens if I have a solar bank at the end of the year?

For income-qualified members, any unused solar bank is forfeited at the end of the year. General subscribers will have their solar bank credited using the standard payout procedure for net-metered accounts.

Are there any penalties for unenrolling early?

No. You may unenroll for any reason, and at any point of your subscription period.

What happens at the end of the subscription period in March 2029?

The Sunnyside Solar facility is expected to produce power for at least 20 years. LPEA intends to conduct four 5-year subscription periods. At the end of the initial subscription period, participating subscribers may have the option to renew their subscription or unenroll, although LPEA reserves the right to open a new enrollment. Subscription terms and conditions are subject to change for each new subscription period.

How does the billing process work for subscribers?
  • Income-qualified members receive a single credit line item on their bill reflecting the value of the energy their subscription produces each month.

  • General Members will see two new line items on their bill. There will be a monthly subscription fee based on the kW size of their subscription. There will also be a single credit line item on their bill reflecting the value of the energy their subscription produces each month.

  • For both programs, Income Qualified and General Membership, the net meter bank functions like a typical net-metered account, with credits applied to bills when consumption exceeds production and the net-meter bank balance is positive. See the Sample Bill images below.

How do I know if I qualify? What are the income limits?

Current residential LPEA members with annual household incomes under 80% of the Area Median Income (AMI) are eligible to participate. You can find the income limits here . You can auto-qualify if you are currently receiving or enrolled in a qualifying program: LEAP, TANF, SNAP, SSI, WAP or CARE, Head Start, and the school free and reduced lunch program.

How much does it cost?

Nothing! Subscriptions are free for income-qualified members.

How much will I save?

Community Solar credit is designed to provide a 20% savings on your energy charges that are on your electric bill.

How do I apply?

Apply directly with our program partner, 4CORE. They will be managing all income-qualified applications. Click here for more information and to apply.

Will I get automatically accepted if I qualify?

Qualification does not guarantee participation. However, LPEA ensures enrollment for the first 100 qualifying applicants , so apply quickly on July 1st!

Process and Timeline:

Enrollment Period: September 2024

LPEA staff will work with members to determine subscription amounts, costs and complete signed subscription contracts.

Subscription: November - March 31, 2029

Members will receive credits on their electric bills corresponding to the amount of kilowatt-hours (kWh) produced by their subscription each month starting on their October bill. General membership subscribers will see their monthly subscription fee starting on their October bill.

What happens after I apply?

After submitting your application, you will receive a verification email confirming receipt and then it will undergo review and verification to ensure eligibility. LPEA will conduct the lottery after the application window closes on August 29, 2024 and will be in touch in September with subscription sizes and final agreements.

When will I find out if I've been accepted?

September 2024.

What happens if the program is oversubscribed?

If the program is oversubscribed when the application window closes on August 29th, 2024, LPEA will conduct a lottery to allocate subscriptions.

What if I wasn't selected in the lottery?

Members who aren’t selected in the lottery will be placed on a waiting list and contacted if future capacity becomes available.
